This year the conference was titled: "Cyber Warfare" and presented an overview of cyber warfare challenges, the emerging trilateral partnership: China, North Korea, and Russia, and cyber methodologies and vulnerabilities.
Speakers:
Kelli Andrews is Senior Director for Cybersecurity and Lawful Access Policy at Microsoft, where she is responsible for advancing Microsoft’s public policy initiatives in the areas of cybersecurity, cybercrime, lawful access, and encryption in the executive and legislative branches. Prior to joining Microsoft, Kelli spent almost a decade at the U.S. Department of Justice, where she most recently served as Chief of Staff and Senior Counsel in the National Security Division. In that role, her portfolio consisted of litigation, policy and legislative matters spanning national security issues including cybersecurity, surveillance technology, counterterrorism and CFIUS. While at the Department of Justice’s National Security Division, Kelli served in several other roles, including as Counsel to the Assistant Attorney General and Deputy Chief of the Counterterrorism Section.
Prior to DOJ, Kelli spent several years at the U.S. Department of Homeland Security where she served as Deputy Chief of the National Security Law Division. In addition to her prosecutorial experience, Kelli also has extensive experience on Capitol Hill having worked as Majority Counsel for the House Committee on Energy and Commerce for almost five years and as Counsel on the Senate Judiciary Committee.
Gerald Caron III is the Chief Information Officer for the International Trade Administration. In this role, he implements information technology services, solutions, and strategy for an agency of 2,200 employees across 100 U.S. cities and 80 international markets. Caron has two decades of experience leading global teams in IT operations and cybersecurity.
Prior to joining ITA, he was the Chief Information Officer and Assistant Inspector General of Information Technology at the Department of Health and Human Services during the height of the COVID-19 pandemic. He also served at the State Department in various technical roles, including as Director of Enterprise Network Management oversaw the Department’s infrastructure and operations (network, perimeter security, active directory and much more) and was extensively involved in mitigating cybersecurity attacks.
He began public service in the U.S. Army for seven years. Caron is a tri-chair on the interagency U.S. Chief Information Officers Council’s E-Ops Committee for Zero Trust, whose aim is to drive efficiency and effectiveness of government cybersecurity effectiveness. He also chairs the Zero Trust Working Group for the Advanced Technology Academic Research Center (ATARC), a non-profit that bridges the gap between government, industry, and academia on emergent technologies.
The Honorable Branko Terzić has five decades of energy industry experience as a CEO, consultant and regulator. Terzić served as a Commissioner in the Federal Energy Regulatory Commission (FERC), Commissioner on the State of Wisconsin Public Service Commission and as the founding Chairman of the State of Wisconsin Racing Board. Internationally he served as Chairman of the United Nations Economic Commission for Europe (UNECE) Ad Hoc Group of Experts on Cleaner Electricity from Fossil Fuels.
In the private sector he was Chairman, President and CEO of the former gas utility holding company Yankee Energy System, Inc., Executive Director of Deloitte Center for Energy Solutions and Regional Managing Partner for Energy and Infrastructure of Deloitte Central Europe. His columns have appeared in publications such as Public Utlities Fortnightly and he has been a regular commentator and speaker before energy organizations and media in US, Asia and Europe. He’s a former Captain, Field Artillery, in the Wisconsin National Guard and Foreign Area Officer for Eastern Europe in the U.S. Army Reserve.

Ambassador Michael George DeSombre is a partner (2004-2019, 2021-) at the international law firm of Sullivan & Cromwell where he heads up their Asia M&A practice as well as the Korea and Southeast Asia practices. Ambassador DeSombre served as the United States Ambassador to the Kingdom of Thailand from 2020-2021. During his tenure in Thailand, Ambassador DeSombre focused on energizing the strategic relationship and strengthening the economic partnership between the United States and Thailand. From 2015-2020 Ambassador DeSombre served as the Chairman of the Board of Save the Children Hong Kong where he doubled the revenue and substantially expanded the children supported by their programs.
